Barcelona have affirmed they will not clear Neymar's world record transfer to Paris Saint-Germain until they have received all of the €222 million fee agreed between the clubs.
Neymar was forced to sit out PSG's first Ligue 1 match of the season against Amiens last week due to the lack of official clearance for his transfer.
The French club must first present an International Transfer Certificate to FIFA confirming the move before Neymar is eligible to play, a usually routine piece of paperwork that in this case has caused the player's debut to be delayed.
And Goal understands that it is Barcelona who are holding up the process, as they await full payment of the mammoth fee to be completed before they yield the necessary documents to the Spanish FA (RFEF), who in turn are entrusted with sending them on to France.
Club sources insist there is no wrongdoing on their part, and that it is standard procedure for Barcelona in such cases to validate all transfer income before releasing a player's registration.
The exceptional nature of the transfer, which more than doubled the previous record that took Paul Pogba from Juventus to Manchester United, is cited as the reason for the delay.
The RFEF also confirmed there were no issues with the Certificate.
"It is being handled following the normal process, it will be sent when it is ready," Goal heard from the governing body.
The mood in Paris, however, is far from calm.

PSG have until Thursday evening to register Neymar's International Transfer Certificate, or face losing the Brazilian for yet another Ligue 1 clash this weekend away to Guingamp.
ROSE SLAMS TOTTENHAM'S LACK OF SUMMER SIGNINGS
The full-back is keen to see some world-class players arrive in north London before the end of the transfer window after a quiet summer
Danny Rose has slammed Tottenham's lack of summer signings and fears they could fall behind their Premier League rivals in 2017-18.
Mauricio Pochettino's side are the only club not to bring in any new faces in the summer transfer window, and Rose is envious of the likes of Manchester City and Manchester United, with the local rivals having spent around £400 million between them.
And the England international, who has hinted at leaving north London amid reported interest from United and Chelsea, believes the club need to add some big names to the squad if they are to maintain a challenge for the Premier League title.
"I am not saying buy ten players, I’d love to see two or three - and not players you have to Google and say, ‘Who’s that?’ I mean well-known players," he told The Sun .
"Under Harry Redknapp we signed Rafa van der Vaart. It was like, ‘Wow, how did he do that?’ I mean signings like that are what we need - that’s just my opinion.
“There are three weeks to go until the window shuts and you look at Man City and think, ‘If the window shut now they would be happy with the business they have done’.
"Man United, more or less, are there - although I hear [Jose] Mourinho may want one or two more players - but I am sure he’d be happy with his squad.
“As a Tottenham player I’d love to see more signings. It would lift me seeing a top player come through the door.
“I’ve seen a couple of players previously saying, ‘We don’t need a top signing or signings’. But I am sorry, I am not singing off the same hymn-sheet on that one.
"I think we do need one or two top signings to strengthen the squad. I’m just not buying the idea that we don’t need anyone.
"I know it was only pre-season but I watched the game against Man City and I was just in awe of City.
“They only had Kyle Walker, Danilo and the goalkeeper Ederson out of the players they’ve just bought.
"Speaking to some lads when they got back, they’re saying: ‘City are taking off £200 million and then they are bringing on [Sergio] Aguero, [Yaya] Toure and [Leroy]Sane’. That just speaks volumes to me.
“Anyone who says we don’t need any signings, I’m not buying into that."
Rose is closing in on a return to training after recovering from a knee injury that has ruled him out since January as Spurs prepare to face newly-promoted Newcastle on Sunday.
And the 27-year-old believes there is not enough squad depth at Tottenham to improve on their second-placed finish and group stage exit from the Champions League from 2016-17.
“As a starting XI we have one of the best in the league, without a shadow of a doubt, but after that . . .
“We played Chelsea in the Cup semi - [Diego] Costa, [Eden] Hazard and [Gary] Cahill didn’t play.
“After 60 minutes, [Antonio] Conte has brought on [Cesc] Fabregas, Hazard and Costa and they’ve changed the match.
“I thought to myself, ‘Could we ever afford to play against a top team and afford to have Harry Kane, Dele Alli and a top centre-back not playing?’
“No disrespect to anyone but I don’t think we could do that and Chelsea did that to us. They’re still in the game, they bring on Costa, Hazard and Fabregas and they won. I definitely feel we need to bolster the squad.
“Under Harry [Redknapp], there were two Premier League-class players for every position. We are finishing even higher under Mauricio but we don’t have that depth now.
Barca bid for Coutinho rejected
“The standard of training when there’s that much quality is amazing. I have competition for my place but why shouldn’t everyone have competition for their places?
“Top-class competition where, if you have two average games, you might lose your place. I have that and I don’t see why anyone else shouldn’t.
“I want world-class players to come through the front door to make you fight for your place.”
The U.S. youth international is returning stateside after spending the 2016-17 campaign on loan to 2. Bundesliga side Bochum
D.C. United has signed U.S. youth international Russell Canouse from Bundesliga side Hoffenheim, the MLS club announced Wednesday.
Terms of the deal were not disclosed, though the move is a permanent transfer and Canouse has been signed to a multi-year contract.
“Russell is a dominant holding midfielder with great talent and vision, especially as a young player,” D.C. United general manager Dave Kasper said in a statement. “We’re pleased to acquire such an accomplished 22-year-old with years of European experience. He is a strong, physical presence who has an acute ability to dictate play.”
The 22-year-old defensive midfielder had been with the Hoffenheim setup since 2011, making his Bundesliga debut in a match against Wolfsburg in March 2016. He spent part of last season on loan with 2.Bundesliga side Vfl Bochum.
Canouse, who was selected to represent the U.S. at the 2015 U-20 World Cup before withdrawing with an ankle injury, made 20 appearances during the 2016-17 2. Bundesliga campaign while on loan to Bochum. He will be expected to push Marcelo Sarvas and Jared Jeffrey for minutes as Ian Harkes' partner in defensive midfield.
United sits last in MLS with a 5-14-4 record and continued its overhaul which has seen the departures of Lamar Neagle and Bobby Boswell in recent days and the additions of Canouse and Zoltan Stieber, with the club also reportedly close to landing U.S. international Paul Arriola ahead of the MLS transfer deadline.

But the Blues are now seriously considering a move for the midfielder and, like Spurs, feel that Barkley could prove to be the bargain of the window.
SPURS TO BID £35M FOR AJAX DEFENDER
Tottenham are ready to toss out a £35 million bid for Ajax defender Davinson Sanchez, according to The Sun.
Mauricio Pochettino hasn't been a buyer so far this summer, but the Dutch international has become a major target, though the club face stiff competition from the like of Chelsea, Barcelona and Crystal Palace.
WEST HAM PREPARE CARVALHO BID
West Ham United are ready to launch a £25 million bid for Sporting Lisbon's William Carvalho, reports the Daily Mail.
The 25-year-old Portugal international has been targeted several times by Premier League clubs, with Sporting holding out for a number closer to his £39.5m release clause.
West Bromwich Albion and Arsenal have also been linked with the midfielder this summer, but Slaven Bilic would like to add a holding midfielder to protect his back line.

Zlatan Ibrahimovic has told Jose Mourinho he wants to rejoin Manchester United once recovered from a serious injury, according to the Daily Mail .
The cruciate ligament rupture Zlatan suffered in April curtailed a fantastic debut season at Old Trafford, where he scored 28 goals in 46 appearances in all competitions.

Barcelona have been told to pay £135 million for Ousmane Dembele by Borussia Dortmund, who wish to keep their prized asset, according to the Guardian .
Barca have identified Dembele as a potential replacement for Neymar, who moved to PSG for a world record fee of £198m earlier this summer.
Dortmund, however, are desperate to retain the winger, who has accepted that he may have to remain in Germany for another season before eventually departing.

Arsenal's determination to keep Alexis Sanchez will be tested by a £80 million bid from Paris Saint-Germain, according to The Sun .
The Chilean has been linked throughout the summer with a move away from north London, with PSG and Manchester City two of the likeliest destination.
And while Arsenal seem set on keeping him at the club until his contract expires next June, a hefty offer from France may tempt them into a U-turn.
Alexis, however, favours a move to City, where he would join up with former mentor Pep Guardiola - although the Gunners are reluctant to sell him to a Premier League rival.
BARCELONA AGREE COUTINHO DEAL
Barcelona have reached an agreement with Liverpool to sign Philippe Coutinho, according to ESPN Deportes .
The report claims Coutinho is set to join the Catalan club for an initial fee of £82 million after the midfielder put pressure on Liverpool to let him leave.
Barca are looking for a new star after losing Neymar to Paris Saint-Germain in a world-record deal.
WENGER BLOCKED ARSENAL'S LEMINA PURSUIT
Arsenal scouts were interested in Juventus' Mario Lemina - who signed for Southampton on Tuesday - but saw Arsene Wenger block any potential move, reports the Evening Standard .

Barcelona representatives have travelled to Liverpool to hold talks over a deal to sign Philippe Coutinho as a replacement for Neymar, according to Sport .
Following Neymar’s move to Paris Saint-Germain, fellow Brazilian attacker Coutinho has been lined up to fill the void and Barca are ready to make a final offer of €90 million, plus future incentives.

Alexis Sanchez has resigned himself to staying at Arsenal for another season before leaving the club on a free transfer, according to the Mirror .
The Chilean is out of contract in June 2018, leading many to expect a summer departure with Manchester City one of the clubs linked with a deal.
Arsene Wenger's refusal to negotiate his forward, however, has led to Alexis cooling his desires to leave immediately, and he will now wait until he is a free agent in just under 12 months' time.
ROMA'S LATEST MAHREZ BID REJECTED
Roma have seen another bid for Leicester City star Riyad Mahrez turned down, Sky Sport ( via TalkSport ) reports.
The Italians are keen to add more attacking thrust into their team after seeing Mohamed Salah leave for Liverpool, while Mahrez has long been said to be unhappy at Leicester.
But an offer of €31 million refused to budge the Foxes, who want at least €35m for their playmaker in order to make a move possible.
